Board of Directors Meeting
September 14, 2016
The Snowmobile North Dakota Board of Directors held a conference call meeting on September 14, 2016.
Members Present: Dale Deibert, Joanne Seifert, Jeff Seifert, Joel Iverson, Laura Forbes, Jesse Fritz, Perry Britnell, Shawn Cole, Troy Klevgard, Brent Haugen, Sheri Hoffmann, Mark Forbes
Unexcused Absent: Reily Bata
Others Present: Todd Thronson – Executive Director, Tari Norby – Office Manager, Erik Dietrich – NDPRD
- Call to order at 7:12 PM by President Troy Klevgard
- Approve Agenda – Shawn made a motion to accept the updated agenda, seconded by Brent, approved by all members present
- Approve Minutes
- The minutes of the May 10, 2016 meeting were e-mailed to all board members prior to the meeting.
- Dale made a motion to accept the minutes, seconded by Joel, approved by all members present
- Financial Reports
- The financial reports were e-mailed to all board members prior to the meeting
- Laura made a motion to accept the financial reports as written, seconded by Sheri, approved by all members present
- Reports
- President’s Report: Working on completing the state procurement training. Completed level one online and will be in Bismarck October 11th for level two.
- Office Report:
- Lost $4000 in advertising, major dealers are pulling their ads locally as well due to lack of snow
- Board of Directors articles, only 2 weren’t in on time
- Promotional trailer was totaled for $3500 and we bought it back for $500, $1000 not covered for the deductible, $2000 check went into the SNDTP fund but was used for SND bills.
- There is a study being done on the health benefits of snowmobiling. They are looking for a donation from the marketing budget within the next quarter. The IASA board wants to give $20,000. Todd will email the presentation he received to the board members. We have money left from what we used to use for Hay Days. Shawn made a motion that we donate $1000 to the Health and Wellness Study, seconded by Perry, approved by all present.
- NDPRD Report:
- Erik discussed that registrations are holding steady
- Director Mark brought up the legislation to the governor’s office to take over the snowmobile registration program from the DOT
- Working on a permit system to allow OHV’s on the state snowmobile trails. Snowbikes can be titled legally as a sled, there is not as much opposition to these as there is to a side by side or ATV’s. Would have to change language to allow dual registration and focus on width rather than number of tracks
- Scheduling more safety classes with Juan.

- The new drag and groomer came in $620 under budget
- Budget Committee – no updates

- Old Business
- Probation Systems – the NE is on probation until June 2019.
- Groomer Tracking Software & Mapping Program Update – Todd has been running the software in his pickup for testing since the groomers are not running now. He will schedule Regional Meetings with trail coordinators in the fall when all the software issues are ironed out and once it snows.
- New Business
- State Convention in Bottineau December 2-3, 2016 – clubs invited to bring items for the SND silent auction to fund the Scholarship and Grant & Aid programs.
- Saskatoon Snow Show November 4-6, 2016
- Since we’re not going to Hay Days this year we’re going to Saskatoon. Tari can’t go so Todd will go and would like a board member to go with. Board members should consider if they’d like to go along and submit their names to Todd and Tari. Someone from NDPRD may be going if the position is hired before the show.
- 1st benchmark includes a half grooming. We should change the formula on how the 1st benchmark amounts are arrived at. This will be discussed more at the Convention board meeting.
- Need to create a press release on all the downed trees in the Grand Forks area to discourage folks from riding off trail. NDPRD will also help to get the word out that the safest place to ride will be on the trails as this is the only place the trees will for sure have been removed and won’t be a hazard.
