Board of Directors Meeting
June 26, 2019
The Snowmobile North Dakota Board of Directors held a meeting on June 26, 2019.
Members Present: Reily Bata, , Laura Forbes, Dale Deibert, Joanne Seifert, Shawn Cole, Brent Haugen, Perry Brintnell, Quince Hambek, Paula Berg, Chase Heck, Joel Iverson.
Excused Absence: Troy Klevgard, Jeff Seifert, Randy Knain
Others Present: Todd Thronson – Executive Director, Erik Dietrich – NDPRD, Jolene Rieck – NDPRD, Brent Schenfisch, Rusty Kulbunde
- Call to order at 7:11PM by Laura Forbes
- Approve Agenda – Shawn made a motion to accept the agenda, seconded by Quince, approved by all members present
- Approve Minutes
- The minutes of the February meeting were e-mailed to all board members prior to the meeting.

- Office Report:
- SND Facebook total of 2499 likes as of June 20, 2019
- 2nd benchmark paperwork has been compiled
- 600 family / individual memberships and 22 associate memberships as of 6/20/19
- Todd attended St. Cloud Sportsmen’s Show Feb 8-10, 2019 with a rep from ND Tourism and made contact with over 600 people
- Equipment inspections were done in April and all trail systems were open this season

- NDPRD Report:
- 11,238 registered snowmobiles, down 1000 from last biennium
- Introduced Jolene Rieck / Division Manager who started in January and oversees three divisions at NDPRD
- Governor Burgum is very interested in snowmobiling and wants to be involved in the snowmobiling scene in ND if we can come up with a way to get him involved
- Committee Reports
- Equipment Committee – will meet after Board meeting
- New groomer is ordered and will be replacing the 2008 unit that is from the Cando area, now temporarily located in the Devils Lake area Lake Region system
- We will be ordering another drag this summer
- Equipment Committee – will meet after Board meeting
- RTP grant for 2020 was approved to be funded by the RTP advisory committee on 6/18/19
- Budget Committee – will wait until NDPRD gets their budget done then we’ll meet
- Regulations Committee – no updates
- Awards and Nominations Committee
- We have several submissions, Todd will get them emailed out to the committee members in the next week
- Trails Operations Committee – no updates
- Old Business
- Probation Systems
- Northeast – until June 2019, on track with no new issues
- Red River South – until June 2020, on track with no new issues
- Groomer Tracking Software & Mapping Program Update – there is a glitch where the miles don’t match but Todd is working on this with the company – it was a crash on their end
- 2019 Convention – Peace Garden Trail Association hosting December 6-7, 2019 at the Cobblestone Inn in Bottineau – there will be a mailing going out in August

- New Business
- 2nd and 3rd Benchmark Payouts – Shawn made a motion we use Option A for the payout of the 2nd benchmark, seconded by Quince, approved by all members present. Todd reported that there is no funding in the budget for any 3rd benchmark payouts.
- 2019-202 SND / SNDTP Budget – won’t be set until contract is figured out and NDPRD figures out their budget which will be late July
- 2019-2021 NDPRD Contract
- Risk Management is reviewing the language
- There will be changes made to the audit and marketing sections
- There will be updates to the land leases but any current leases will remain and will only need to update those which are expiring or new leases that are obtained
- All current invoices need to be submitted by 7/15/19 to be included in this biennium
- Audit Findings – charges have been filed against Tari, now awaiting a summons and court appearance – Todd will update the board as more information is released
- 2020 State Ride and Convention – no bids to date but Walhalla in interested – Reily will talk to them about submitting a bid – East Central Valley (Rural Cass) may want to consider since the governor is very interested in snowmobiling and wants to be part of the snowmobiling scene in ND and the State Ride in his home town would be one way to do that
- Midcontinent Internet Service and VPN at the Office – plan to drop current internet to save $125 per month, Todd will make the arrangements
- Request for new trail system – Sakakawea Fence Stretchers out of Garrison
- SND has a drag they could use
- The club has is lining up a contract groomer – one of their members is a farmer who has a Cat Challenger – he is aware we pay $13/h for contract grooming
- Clubs across the state could donate signs until the next sign order goes in during the next biennium and there are some signs leftover from the Maddock area that they could use
- They plan to start with 148 miles and anticipate adding 50 adult members with possibly another 20 members once the trail is up and running – they may want to add more miles in a few years if all goes well
- Additional registrations could offset the 1st benchmark funds needed for this trail system
- Laura will send out an e-mail in two weeks to have Board members vote on this trail
- She will also include a list of what signs they would need so clubs can see what they have available to donate so the club knows what they’d be responsible to buy themselves
