Board of Directors Meeting
December 6, 2019
The Snowmobile North Dakota Board of Directors held a meeting on December 6, 2019 at the Cobblestone Inn and Suites in Bottineau, ND.
Members Present: Brent Haugen, Chase Heck, Dale Deibert, Joanne Seifert, Joel Iverson, Laura Forbes, Paula Berg, Perry Brintnell, Quince Hambeck, Randy Knain, Reily Bata, Shawn Cole, Jeff Seifert
Excused Absence: Troy Klevgard
Others Present: Todd Thronson – Executive Director, Char Binstock – NDPRD, Jolene Rieck – NDPRD, Tony Hillig – NDPRD, Ben Potts – NDPRD, Jared Motzke – NDPRD
- Call to order at 7:04PM by Laura Forbes
- Approve Agenda – Dale made a motion to accept the agenda, seconded by Chase, approved by all members present
- Approve Minutes
- The minutes of the October meeting were e-mailed to all board members prior to the meeting.
- Shawn made a motion to accept the minutes, seconded by Reily, approved by all members present
- Financial Reports
- The financial reports were e-mailed to all board members prior to the meeting
- Paula made a motion to accept the SND Trail Program financials, seconded by Brent, approved by all members present
- Reports
- President’s Report: nothing at this time
- Office Report:
- SND Facebook total of 2525 likes as of December 3, 2019
- We have 112 memberships as of 12/3/19 with more coming in almost daily – of note Williston sent in 24 memberships and they haven’t had a trail system in 8 years
- Todd plan on attending the Bismarck Tribune Sport Show in February with NDPRD and possibly the St. Cloud Sport Show again
- Equipment: the new drag is being built in Fargo and the RTP grant for 2020 was approved to be funded by the RTP advisory committee on 6/18/19
- Trail System Openings and Inspections
- We have a couple systems all signed, many are close
- Sargent County is taking a year off from signing so they will be put on probation
- The eastern side of the Northeast Association has gained support and is signing again this year, all of it
- The eastern half of the North Central Association is not signing again this year, their second year (Cando/Egland/Bisbee area)
- Sakakawea Fence Stretchers have signed over 80% of their new trail, just waiting for more signs to finish
- The southern part of the Rural Cass trail has gained support and is being signed this year after taking one year off

- NDPRD Report:
- There will be a Youth Safety Course at the convention, Ben and Char are teaching it, it will be at 1:00pm on Saturday
- There is a new website for out of state permits
- The DOT didn’t send mailings until late for snowmobile registrations so numbers were down (Sept 136, Oct 390, Nov 3883, Dec has 379 due)
- Char Binstock will be taking the position of Grant Coordinator so Tony Hillig will be the new Motorized Recreational Coordinator and he is here at convention to meet everyone
- RTP was approved but of the $1.1 million only authorized to give out $147,000 to start with – there is a ranking from the Advisory Committee with 15 on the list, SND is about #8 and money is given out as ranked

- Equipment Committee – will meet after Board meeting
- Budget Committee
- The committee brings a recommendation to the Board to increase Todd’s salary by $5 per hour to a salary of $60902 per year to bring him in line with other Executive Directors – Chase made a motion to accept the recommendation, seconded by Shawn, approved by all members present
- Shawn made a motion to make the raise effective November 23, 2019 pay period, seconded by Jeff, approved by all members present
- Regulations Committee – no updates
- Awards and Nominations Committee – will be discussed at SND meeting
- Trails Operations Committee – no updates
- Old Business
- Probation Systems
- Red River South – until June 2020, on track with no new issues
- Groomer Tracking Software & Mapping Program Update – there is a glitch with the link in software with record keeping updated on the website, it skips every once in a while – this is the most cost effective program we can find out there so it’s better to keep working to get the glitches out than to scrap it and start over with a new system – it’s not doing everything it promised yet but we’re working on it

- Will do more case studies with other states that have them on the trails and consider impact
- Snowmobile Registration Renewal Letters – the state finally mailed them out and has seen increase in registrations due to it – discussed under NDPRD report
- Eastern side of Northeast Association and eastern side of North Central Association – discussed under office report
- Executive Director Salary – discussed under Budget Committee
- 2020 Convention – no bids yet
- 2021 State Ride – ECVTA interested in hosting it

- Short Equipment Committee meeting after this meeting
- 2020 State Ride and Convention – Pembina Hills Trail Riders in Walhalla February 1, 2020 – vintage ride and show, radar run, Governor Burgum interested in attending
- Groomer classes will be combined into one class at 2:00pm on Saturday
