Board of Directors Meeting
December 4, 2015
The Snowmobile North Dakota Board of Directors held a meeting at the Ramada Inn in Bismarck, North Dakota.
Members Present: Dale Deibert, Chase Heck for Reily Bata, Joanne Seifert, Jeff Seifert, Todd Rasmusson, Laura Forbes, Sheri Hoffmann, Jesse Fritz, Marty Malachowski, Mark Forbes, Perry Britnell, Shawn Cole
Others Present: Todd Thronson – Executive Director, Tari Norby – Office Manager, Erik Dietrich, Mike Duerre and Matthew Gardner – NDPRD, Brett Gibson – Track Inc., Bob and Judy King – ACSA, Brian and Tracy Erickson – SD Snowmobile Association
- Call to order at 5:02PM by President Laura Forbes
- Approve Agenda – Marty made a motion to accept the updated agenda, seconded by Shawn, approved by all members present
- Approve Minutes
- The minutes of the October meeting were e-mailed to all board members prior to the meeting.
- Todd R. made a motion to accept the minutes as written, seconded by Mark, approved by all members present
- Financial Reports
- The financial reports were e-mailed to all board members prior to the meeting
- Marty made a motion to accept the financial reports as written, seconded by Perry, approved by all members present
- Reports
- President’s Report: Laura had the raffle tickets available for all members to take and sell. She passed around a card for Keri to acknowledge her contributions to SND and all the members signed it. She welcomed Todd and Tari and reminded all members present that they are available to help the new incoming president, whoever that may be.

- NDPRD Report –
- Matt reviewed the legislative updates again
- Gas tax increase from 30 gallons per registered sled to 40 gallons
- Price of registrations increased to $50 – State Snowmobile Fund gets $45, DOT gets $5 – registrations are tracking lower than last year
- Youth riders now can be 10 years old if supervised by a parent or guardian and have taken and passed the safety course
- Youth in bars along the trail system are allowed based on population. With a town of 5000 the youth can be in the bar until 9PM if the bar has a working grill to serve food, not just a pizza oven
- DOT will retain the registration of sleds, NDPRD will not take this over this year
- Erik reported he can have an enforcement presence at events if he knows about them ahead of time
- Matt reviewed the legislative updates again
- There will be a stronger presence of rangers at the convention this year
- Committee Reports
- Equipment Committee
- The trackers for the groomers are not working right now due to Windows 10 conversion, they’re not communicating with the server. Todd is working on getting these trackers up and running and will know soon if they can be sent out to the clubs to install or if he’ll need to personally install each of them
- RTP application is due January 31, 2016 – the 2016 grant for the groomer purchase was approved and the federal highway bill just passed allowing for another five years of RTP funding
- Budget Committee – no updates
- Regulations Committee – no updates
- Awards and Nominations Committee
- Looking for nominations for President as Laura’s term is up
- Sheri is willing to continue as Vice President but due to her kids’ activities she cannot commit to the President role at this time
- Equipment Committee
- Region board member terms were reviewed and each regions directors that have terms that are up were read aloud
- Trails Operations Committee
- The signs are here and were handed out today at the storage unit and will have them tomorrow at convention for pick up as well
- Trail Head Signs, brackets, posts and reflective poles are all available
- Old Business
- Probation Systems – all are in good standing at this time – Cattail, ECVTA, Sargent, and Red River are on probation until June 2016 and the NE is on probation until June 2017.
- The NE Trail system members presented a request to extend the deadline for trails to be signed and inspected due to circumstances beyond their control on >20% of their trail system (Elk hunting season, farmers still in the fields)
- The Trail Operations Committee will meet directly after this board meeting to address their concerns and will then make a recommendation to the board on how to deal with the concerns
- Peace Garden Trail
- Todd T. and Tari attended meetings in Bottineau
- 30 members have formed a new club up there called the Bottineau County Family Snowmobilers
- 2016 Convention – no bids to date
- 2017 State Ride – Northern Lights Trail Blazers have submitted a bid to host the State Ride on February 4, 2017 in Rugby – Shawn made a motion to accept this bid proposal, seconded by Mark, approved by all members present.
- Groomer Tracking Software & Mapping Program Update – Todd T. provided an update earlier at the meeting (see Equipment Committee report)
- Raffle Tickets – please start selling and turn in the money right away – we need to pay Scheel’s $10,600 for the guns
- Probation Systems – all are in good standing at this time – Cattail, ECVTA, Sargent, and Red River are on probation until June 2016 and the NE is on probation until June 2017.
- New Business
- Keri has been available to Todd T. and Tari for training, they have used her for about one hour per week so far – Tari will need her for the W2s at tax time and for end of the year reports – Shawn made a motion to continue the contract with Keri to train, seconded by Jeff, approved by all members present.
- The Grand and Aid applications were reviewed by the board
- 4 requests were received totaling $2842.37
- We have $1254.96 available to award
- Marty made a motion to award 40% of each request which would allow us to stay within our budgeted amount totaling $1136.95, seconded by Sheri, approved by all members present
- 2016 ISC registrations – the convention is in Rapid City this year so we’d like to send more representatives if possible – registration is $285, hotel is $99/night, early registration is until April 30, 2016 – Matt will work with Tari to see if any money can be found within the budgets to assist with the convention – we will table this until the February meeting and readdress then
- ACSA Representatives – Bob and Judy King of ACSA reviewed some of what their organization offers snowmobilers, they will be doing a full presentation at the Annual Meeting tomorrow as well – recommended we send representation to the Washington DC Fly In in April to meet with senators and representatives – Brian Erickson of the SD clubs also presented on the benefits of attending national meetings
- Sleds Without Borders Reciprocity Weekend – Todd T. has been in contact with folks in Manitoba and will pursue this to see if we can come up with a date that works for everyone
- There will not be an International Ride this year so that portion of the International Trail will not be signed or groomed
- Brett Gibson / Service Manager Track Inc. – Brett reported the new Tucker should be soon on its way and he reported on some of the changes that were made in 2013 that were major so no other changes are anticipated until 2022
- Jesse made a motion to remove Keri Wanner, Sheri Hoffmann and Laura Forbes from all bank accounts and leave Tari Norby and add Todd Thronson. Seconded by Perry, approved by all members present.
